“It is the perspective of some parents who were interviewed by the Grand Jury, that the process that led to the child’s removal is often unfair for several reasons: the personmaking the initial report could have had incomplete or false information; in cases of divorce with a custody battle, one parent could maliciously report false information aboutthe other parent; the worker could be biased or have a personality conflict with one orboth parents. With the immediate removal of the child, most parents are given only anoral reason for the removal.”
