Data used in the CANRIS data base to calculate the average CPS
caseload per worker is unreliable.  Changes were made to the data
to adjust for changes in performance goals for child protective
cases that were not totally correct. 

The workload study used to determine allocation factors for cost
may not be valid and has not been updated since 1985.  As a result
the CANRIS data used to calculate the measure may not be reliable.
